Following the trail of federal dollars into Appalachia were the national media.

There are thousands of roads like this winding back along the creeks and hollows of eleven states. And beside these roads, the shacks of tarpaper and pine which are the homes of a million permanently poor. Up on the hill is the Perk Creek School, and up there on this one day is the only sign anywhere in this hollow that it is Christmas in Appalachia.
