The Virginian Railway was not necessarily a redundant railroad. The Virginian was built because the N&W and the Chesapeake and Ohio would not give favorable rates to ship Virginian coal over their lines. Because the Virginian was built later its grades to Norfolk were superior to N&W’s which is why they absorbed the Virginian. This is still the case under Norfolk Southern Railway ownership.
