Growing up in Wheeling, I remember Wheeling Downs was a showplace under Lias’s ownership. It was billed as “the most beautiful half-mile track in the world”. My recollection was that every building (including stables) received a new coat of paint every year. The landscaping was meticulous with abundant use of freshly planted flowers, etc. While Lias probably deserved his final outcome, it was a shame to see the track deteriorate, never again to come close to its past glory.
